There's a consideration that all evidence should be thrown into the mix for making decisions about masks. However, when it comes to assessing effectiveness, some study designs are just inappropriate as they do not address the question.  

We found twelve studies in the UKHSA review cannot contribute knowledge to answering the questions of the effects of masks.
