At the beginning of the pandemic, most public health grandees discarded or discouraged the use of masks. You can watch and read some of it in this delightful timeline.

During the following weeks, as you can see, the grandees went “flipio”, as the gangster character Fenster called it in The Usual Suspects movie. “Flipio” went Dr Fauci, who controls the biggest world fund for conducting trials, “flipio” went Dr Harries and “flipio” went the WHO, which apparently was mercilessly lobbied by mathematicians, social scientists and an assorted collection of overnight experts—just the advice you want amid a crisis.

The “flipio” policy led to the masking of those who needed no protection and were the least harmful to the community (children) and went hand in hand with insane authoritarian policies like following a lone jogger on Rome’s Via Appia Antica with a drone, or the bonkers fines handed out to two friends who indeed up ‘surrounded’ by officers for driving five miles to a beauty spot.
