The mode of action of mmRNA immediately after injection is as a DRUG.
This is due to the shape of the mmRNA molecule.
The shape of mRNA functions as a LIGAND.
The ligand function of mmRNA was purposefully designed to reduce the immune response via the immune system regulating Toll receptors on the cell surface.
The second mode of action takes effect via the genetic sequence to produce a spike protein, which only happens after entering a cell.
The Nobel prize winners Karikó & Weissman showed in their 2005 article in Cell that methylation (they use the word modification) of the Uracil nucleoside, which changes U into Psy, suppresses the immune response due to altering the LIGAND function of mmRNA. Replacing Uracil with Psy changes the shape of mmRNA and hence the ligand (drug) effect.
Their article subsequently shows that this suppression is dose-dependent, so the more Uracils in the genetic sequence are methylated, the more immune suppression.

The public should have unlimited access as a rule to better understand how policies are informed. I see some contradiction, no matter the political leanings of who is governing. Being paid a monthly salary by we the people is obviously not enough to be accountable and transparent.
