It is totally absurd and far from backing off the WHO seems to be doubling down. The interaction of a pathogen with a person in an environment has about 8 billion different possibilities. Of course we can simplify a lot but as you say, local knowledge and expertise is the only hope. The other thing is that if the health system of a country is overwhelmed how shall it do more?
